Autogenerate debian/control from new debian/control.in

This means that the package names are only ever defined in the
changelog, and they are then parsed from there and used to construct
the control file, all the emacsVER files, and other options within the
rules file. This should make it quite easy to use this same packaging
data both for official package builds and daily snapshot builds.

Stop hard-coding which alternatives to pass to update-alternatives.

This scans debian/emacs-snapshot/usr/bin to find what binaries will be
installed, and then generates the postinst script such that it calls
update-alternatives correctly for each binary found.

Add URLs for real changelogs to our dummy debian/changelog.

Somebody going to the trouble of reading debian/changelog may be
disappointed that there's no info there, so these URLs should provide
the desired info. One is for upstream trunk changes, and one is for
the changelog to this packaging branch itself.
