render-bitmaps: Support searching for icons by category

So we can restrict even more the rendering selection, especially useful
when going one-by-one, to avoid searching in all the paths.

meson: Allow to render one icon across all the flavours separately

Each target can be run with something like:
  ninja -C _build -v icon-render-filemanager-app

And that will generate the pngs across all the supported variants we
have.

meson: Render each icon separately to use multi-process rendering

Inkscape isn't running on multiple threads, so leave meson to do it!

Define multiple targets to generate icons (it can also be useful when
only an icon has changed), and then group them in global targets that
can be run.

Specifically:
  - render-icons
  - render-icons-<flavour>
  - render-icons-accented

Symlinks can also be added using `render+symlinks-*` targets.
