Prevents issues with some key snaps on Ubuntu WSL

Closes LP: #1989352

Ensures support for most snaps we detected failures when running on
Ubuntu WSL.
We expect Kinetic to have some snapd suport soon.
This ensures a great experience for most users that will attempt snaps
on such environment with the expectation that they will just work.

seed systemd-resolved in server-minimal

systemd-resolved is split into a separate binary package so that it doesn't
have to be installed by default in containers, but this means the
server-minimal seed, which doesn't follow recommends, misses out. Seed it
directly so we get proper local resolver in minimal server images
