lp: Use a separate database name for launchpad-db-update

`launchpad-db-update` disables `pgbouncer` during certain operations and
so needs to connect to the backend PostgreSQL databases directly. To
make this work, it needs to use a separate "database name", since we
need to have `external-services` hand out database credentials to it
that use a different port.

This pulls in "Fix launchpad-db-update's connections to backend
databases", and sets the corresponding new options. The backend
database name and user name are just what we've been given by IS for the
corresponding stages (though we could probably get rid of the
"migrationadmin" business at some point, now that we own the staging and
qastaging database deployments).

Our "staging" deployment of lp-archive is currently configured to run
against Launchpad's dogfood environment, which will probably go away
when 3FP does. Let's make a start on a qastaging deployment.
