Merge k8s-23-4 into main [a=iacobp] [r=jessica-youjeong,rpocase]

fix: check if component exists before dereferencing
With aws adding a new section added to the yaml that requires us to
search for kube-proxy-image in multiple places this now results in
looking in a component that may not exist

feat: update config to look for kube-proxy-image in kube-proxy section
starting 0.23.4 amazon moved the kube-proxy-image to a new section
labeled kube-proxy. This change looks for the image in both places
