Description of the change
Clarifies licensing completely. Process used was:
* Add license and copyright header to all python files except mocker.py (which is BSD licensed)
* check bzr logs for first/last commits and generate 2010, 2011, or '2010' for files in the Copyright line.

The more accurate, the more legitimate the claim is. I don't think its the
most critical thing.. the most critical is probably the creation year. But
if you make a signficant change, its good to add the current year as well.
