simplify packaging by removing the debian dir in the src tree

Hold on, please don't remove it now.
We can remove after the release, but the PPA depends on it, and it'd be nice to not look at this _right now_.

Ok, I've added back in the copyright notice and the AGPL text since the only copyright and license notice formerly lived in debian/copyright only.
I have the PPA building with the packaging in lp:ubuntu/juju now, so we can merge this branch any time.
