Let branch-seeds act directly on LP branches instead of on local checkouts

Having to pre check out the branches for branch-seeds to work on, for all of
the flavors, is tedious. Let branch-seeds take a launchpad repo (in the git
case) or the base of a launchpad branch name (in the bzr case) instead.
