Add cron.germinate and its associated scripts and tests, split out from Launchpad.
Description of the change
As part of the work to instantiate a derived archive for the phone RTM project, William Grant suggested that we should split cron.germinate out of Launchpad proper and move it into ubuntu-
This is a fairly straight port of the relevant Launchpad code to run standalone. The main changes required were providing some minimal LaunchpadScript
