Add gmpy 1.17 and pygit2 0.27.2 wheels for Python 3.4

There are still some remaining dependency problems (e.g. python-openid), but this gets us most of the way there and makes it easier to run tests.

This is no longer needed; other similar changes have been landed, and turnip is now running on Python 3 on production. Withdrawing.
