Register webhook.branch deletion requirement.

Description of the change

Register webhook.branch deletion requirement.

https://code.launchpad.net/~cjwatson/launchpad/bzr-webhooks/+merge/272248 will handle the deletion requirement properly. It's not possible to create Webhook rows with non-NULL branch until that lands.
