Add Distribution.redirect_release_uploads column.

== Summary ==

Bug 1068071: add a facility to redirect Ubuntu uploads to the -proposed pocket. This allows us to run automatic tests on them before copying to the release pocket, with the aim of making the development series more reliable for everyone.

== Proposed fix ==

The database side is easy enough: add a redirect_release_uploads boolean column to Distribution, with the intention that that will cause (at least) archiveuploader to redirect uploads to -proposed. I'm still working on the code side.

== Pre-implementation notes ==

I've gone back and forward on this with William Grant and Adam Conrad on #ubuntu-release over the last few days. I'm not sure William is entirely happy with this as yet, but most of the disagreement seems to be around how to handle copies, which will mainly be in the code part of this work; we should be able to find a reasonable compromise there.

Stuart is off this week. wgrant and jtv can review this. I see the patch sets the default to False. I don't think we want to set default because this slows down the FDT. We tend to populate the table after the release, then do another FDT to add the default. We both know this table is tiny and maybe wgrant/jtv will approve this exception.
