Add PersonSettings.expanded_notification_footers.

Description of the change

Add PersonSettings.expanded_notification_footers.

This is the first step in improving Gmail filterability of Launchpad mails. A future DB branch will make the column DEFAULT false NOT NULL, once it's been backfilled.
