This copies functionality from the rabbit-worker into the
lander-jenkins charm so we can deploy from tarballs instead
of bzr branches.

I also re-worked the "install" logic of this charm so that
the code is deployed during install rather than every time
the configuration changes.

This adds the notion of a "payload url" to the rabbit-worker charm so that it can deploy a tarball from a URL instead of having to use a branch. I then updated the deploy logic to copy the local source tree into swift and pass that URL into the deployer template. from Andy Doan
