This autopopulates our unit-config values for swift with
the environment variables already required to run deploy.py
and run.py.

run.py is going to need to be able to handle templates. This allows
them to share the code to do this. I made a minor change to
process_templates to process all templates every time. I think it makes
the code a little simpler, and we don't really need that kind of
granularity as far as I can tell.
