Be consistent in variable syntax. Always use ${VARIABLE} over
$(VARIABLE) and $VARIABLE cases for readability. These latter cases also
have "gotchas" depending on when and where they are used.

Attempt to fix bug 722332 by adding a 4th arg to generate-launcher that
expects the name/path for python2.
