Account for potentially missing config file in run-miral

Fix test for empty variable in configure hook

Fix not setting up a config default on first time install

Make run-miral respond to configuration changes

Use inotifywait to wait for kiosk-mode changes.
On change, restart server and switch between miral-shell and miral-kiosk
