Re-write patch so that IO scheduler properties can
be changed from a single flag, using the format <class>:<data>
eg 'real-time:3'

5. By Chris Coulson

Don't conditionally compile in the parse
options on systems that don't support ioprio_set.
This would cause init scripts to fail if they passed the new flags
on systems that don't support them.
