launchers: remove static config_filename

The fixed config file location was to support running in specific
infrastructure. This now generates its own launcher files and
injects the conf file content so this section not needed.

snapcraft.yaml: Build our own static version of stress-ng

On core18 stress-ng can't find and load libaio.so.1

p-p-c and p-p-s both have stress-ng as a stage-package.
For core18 builds the deb version is removed from the staging area.
core16 will continue using the stage package version instead w/o any impact.
