Fix up configure check for whether integration tests should be built

This removes the check for if evemu is available. The CHECK_XORG_GTEST
macro should be expanded to make it an optional requirement when checking
for xorg-gtest. However, for now we shouldn't be erroring out when evemu
is unavailable and --enable-integration-tests is not set.
