update our use of gtk-doc to follow the current recommendations from the gtk-doc manual: (1) remove our repo-maintained gtk-doc.local.make; (2) ensure that autogen.sh invokes gtkdocize so that the appropriate gtk-doc.make file can be copied from the system, (3) update docs/references/Makefile.am's sanity checks by using gtk-doc 1.18's examples/Makefile.am as a template
