Generate the deployment based on the certificates in the ssl folder
and what is asked for from the template file. Can now simply issue
a 'make genconfig' to generate ssl certs and a configuration which
should be deployable.

* broke out ha into its own deployment
* trusty-icehouse-inject-ssl-certs inherits from trusty-icehouse (since does not need other ssl options)
* trusty-icehouse-inject-ssl-certs now have ssl_cert and ssl_key for each endpoint since they each need own CN
* CA shared acros endpoints
