Azure: fix shutdown detection

When Azure reports statuses such as "stopping" and "starting", return a
result such that the fence infrastructure will continue waiting. This
depends on whether the requested action was to start or stop the VM.
This may seem like an odd end-run around the logic, but is the way that
the latest upstream code does it, so we just do the same here in order
to make the fencing operation work correctly on Bionic.
