Merge test changes from test-growpart to test-growpart-lvm

Currently, test-growpart-lvm is flaky in autopkgtest, and I have been
able to reproduce that reasonably well. (100% in local qemu
autopkgtest, 15% in direct invocation of the failing test)

Symptom:
delpart: failed to remove partition: Device or resource busy

A "sleep 1" before delpart reliably worked around this,
but let's not go there.

Recent changes to test-growpart also address the issue if merged here.
This brings over these commits to this file, more or less:

growpart: change flock call to use short option for Busybox compatibility

Busybox's flock does not support the "--exclusive" option, use "-x"
instead which works with both util-linux's and Busybox's flock.

growpart: Use LANG=C to parse sfdisk output

This will prevent failure to parse output of in non-C locales leading to
failure to resize partition.

Alternative would be to use sfdisk --dump, but this misses some
importants informations such as the sectors size

This was tested on centos7 with sfdisk 2.23.2 and
centos8 with sfdisk 2.32.1
