Update libmail-dmarc-perl entries

This does not add/remove subscriptions. But now that this is ready for
promotion we update it:
- Update the titles to match what we have now
- Remove the bug state (changed anyway)
- Also add hints where it was in main in the past as that is found
  in germinate (I also linked those old to the new bugs)

Link to existing MIR bugs

These are just those that automation could find, there are some
cases like source renames where some exist but are not found.

Others are from the dark ages and actually a good reminder that we
might want to fill in the gaps.

Either way it provides useful information and a schema that I like
more for when we add further entries.
