UBUNTU: [Packaging] replace nvidia-dkms-NNN provides with a dependency on nvidia-driver-NNN-lrm
Switch from using a `Provides: nvidia-dkms-NNN (= version)` clamp to
using a major.minor version clamp on the newly introduced
`nvidia-driver-NNN-lrm` package.
By clamping tightly on the upgrade following packages[1] and retaining
our looser "newer only" clamp on the ABI packages[2] we ensure that the
old LRM packages may be retained on the system when nvidia-driver-535
upgrades (for curated downgrades), but prevents that upgrade if there is
no newer LRM for that verison. Triggering a desire to uninstall the
meta-package, which is not generally allowed.
