UBUNTU: [config] linux-aws: remove CONFIG_ALLOW_LOCKDOWN_LIFT_BY_SYSRQ

The following commit applied to disco/linux removed the ability to lift
Lockdown using SysRq:

  Revert "UBUNTU: SAUCE: (efi-lockdown) Add a SysRq option to lift
  kernel lockdown"

Remove the kernel config CONFIG_ALLOW_LOCKDOWN_LIFT_BY_SYSRQ as
reflection of this change.
