admin-lp-git-permissions: allow Gitea to create tags

We should allow Gitea to create new Ubuntu-* tags. No tag deletion or
alteration should be allowed for people_gitea.

admin: admin-lp-groups-validate -- add vpn group check

As discussed on mm, a proposed check to find members of ckt that are not in the expected vpn group.

Some questions:

1) canonical-vpn-kernel-team is private so I'm not sure if its okay to publish the name on a public repo
2) two warnings are emitted for users that have vpn through Taipei

Separately there are some group membership warnings from code that was not touched.
