cranky/shell-helper: add parenttag

Accepts bugid, should probably read from handle or something. Helper for rebase.

Rebase: requires start to be run to check out the new TB, runs
shell-helper parenttag bugid and uses that tag, then falls back to
master-next branch, then rebases.

FIXME: we should get rid of the launchpad argument from TrackingBug.from_bugid,
and have that launchpad be a singleton or something like that.
