Description of the change
libsoup2.4 no longer passes one of its own tests. In the past, retriggering would eventually result in an accidental pass, but it seems to fail persistently now days. Currently it is blocking an apache2 SRU, but it's failed for other packages in the past; the issue is unrelated to apache2.
More analysis into the issue is captured on LP: #1945713. Whatever the problem is, it seems isolated to amd64, and only present on the focal version of libsoup2.4. I cannot reproduce it locally either, and I found no other reports about it. I'm wondering if it might be test harness or hardware specific.
In any case, let's hint the test.
