New: Mimir console application and example configfile

Mimir can use the interface and print information about retrieved data
to the console. Example config.py can be used to configure userid and apikey

New: Basic API interfacing through the interface package

Implemented a basic class-based interface to the EVE Online API servers,
iaccount and icharacter. iAccount should be fairly complete, but
iCharacter only contains the most basic information.
