Work around QNetworkAccessManager.setProxy raising a TypeError on Windows.

nam.setProxy raises a TypeError when given a QNetworkProxy object on Windows but not on Quantal. The WebClient._set_proxy function already does both the old way and the new way for Q, so we move the Q way into a non-Windows path. Added a test to ensure this is not being called.
