Add graph showing workqueue

This graph displays only bugs of a status that indicates work needs done
on them by Ubuntu. In other words, it excludes bugs where we're waiting
either on the reporter for more info (Incomplete without response), or
on upstream for a resolution to an issue we've forwarded to them.

The motivation for this graph is that it is not entirely in our control
to drive the totals-lucid.svg graph to zero because it includes items
that we are blocked on by external people, but with
totals-lucid-workflow.svg we're looking ONLY at bugs where there is some
specific task we can undertake to get it off the chart.
