This happens because the test looked for a Django debugging 404 page which is only generated when in development mode (as with the -dev acceptance tests).

This uses the is_devel helper to look for a proper prerequisite (the "Lost something?" 404 page) when in non-devel mode (such as with the staging acceptance tests).
