Converts existing get_path into get_data_path. Adds new get_path that uses a MAAS_PATH environment variable. MAAS_ROOT is read/write and MAAS_PATH is read-only. This maps MAAS_ROOT to SNAP_DATA and MAAS_PATH to SNAP.
