use the version from the setup.py as main MAAS version.

This change the release format slightly:
 - added the "." between the "g" (for git) prefix and the hash, to make the hash more readable
 - removed the "-snap" suffix from snap version
 - the latest tag is no longer used, the version in setup.py is what counts.
