Do not convert IPv4 addresses to IPv6 cast addresses.

Ignore the temporary assigned IP address in the API, DHCP, and DNS. Only use the IP addresses once the temporary assignment is removed.

This also adds a db_index on the temp_expires_on as it is used in a lot of where filters in queries.
