Merged remove-test-mixins [r=free.ekanayaka,ack] [f=997760].

Straightforward branch that gets rid of a bunch of mixin test cases and
folds them into the main test cases. The mixins were created during the
smart-to-apt migration to have the same tests being run for both smart
and apt. Now that smart is gone, having them there only makes the tests
harder to understand.

Remove the smart-update command and remove all mentions of it in the
client code. I changed all places that mention smart-update to talk
about apt-update instead.

Merged remove-smart-methods [r=ack,milner] [f=996841].

Remove methods that were smart-specific. I removed AptFacade.deinit() as
well as all methods dealing with package locks, including the ones in
the package store. Basically only removals, although I did resurrect an
assert in test_resynchronize, which required some changes in that test
to make it work (it was using a not-installed package for the one being
locked, which isn't possible with apt)

Simple branch that removes the check whether Apt is new enough. Since
we've removed SmartFacade and won't release new clients to Hardy, it's
better to have the tests fail to show that the client won't work.

SmartFacade and make the necessary changes to have all the tests pass,
together with some comment changes.
