Increment the python3-zhmcclient requirement to 0.30.1-0ubuntu0.20.04.1

During development I realized I needed a newer version of
python3-zhmcclient. I worked around this by installing it from pip.
Frank has updated the Debian package and I have added it to our PPAs,
it will be SRU'd back to Focal as well.

LP: #1923867 - Delete old NodeDevices when the PCI address changes.

PCI addresses are unque on a system. If a device is added this address may
change. When detected delete any NodeDevice assoicated with a block device
or interface before creating a new one.
