Merged check-hold-before-remove [r=ack,free.ekanayaka] [f=914734,914735].

Don't remove or upgrade a package that has a dpkg hold.

This branch simply refuses to remove packages that are on hold, as a
safety net. There is still work to be done to change the server, so that
it won't request a held package to be removed/upgraded.

Addresses bug #911666

Adds UI and mechanism for invoking landscape-config --silent with the config file generated by the UI.

Note, this will not work with the default values in landscape-client.conf. You need to have a version of landscape-client installed because it will invoke the installed version of landscape-config (or at least not when you have landscape-client installed). You can pass -c /etc/landscape/client.conf if that is the case and get it to work.
