Merged apt-upgrade-all-packages [r=ack,free.ekanayaka] [f=915280].

Ask Apt to upgrade the whole system, rather than marking each package
for upgrade when the server requests a general system upgrade. This
makes the system upgrade respect holds for dependencies.

Make sure sources files haven't changed in tests [trivial] [r=therve] [f=916301]

Some tests that tested the smart-update and apt-update calls could fail,
if the system apt sources files had changed recently. The sources.list
file was already set to a nonexisting file, but the sources.list.d
directory wasn't, which caused spurious failures.
