Handle the special characters when reading VM Tools configure file.
For example, the key and value may contain _, - and . etc.

Add debian to known variants in render-cloudcfg

It was already fully supported in the template and via auto-discovery,
it seems to just have been forgotten from list of supported variants
when setting the variant via command line argument.

nocloud: Support network-config in custom seed dir

Currently, when using nocloud data source with a custom seed dir (e.g.
specified on the kernel command line), it will load only user and meta
data. Also support vendor data and network config by using
`pathprefix2dict` instead of `read_seeded`.
