build_mo: don't use msgfmt.py -- use GNU msgfmt instead

msgfmt.py problems:

1) it don't understand "#, fuzzy" as result encoding info is lost
2) don't run msgfmt.make more than for one language at time: it caches
   info in global variables and propagate to next run even for different
   languages
