move dock test plan

According to the request from PC team, to remove the dock test plan
because of dock test is not required on every test run.
And add dock test plan to canonical-certification-cli for ODM who can
test it if they have to.

Modify client cert 18.04 test plan for ODM testing

We'd like ODM do the same tests as CE QAs by using the public client
cert 18.04 test plan, so we do the following modifications:

1. Remove hibernate related test
2. Use "stress-suspend-30-cycles-with-reboots-automated" and
"stress-ng-cert-automated" instead of "stress-cert-full"
3. Add "stress-30-reboot-poweroff-automated"
4. Add "after-suspend-touchscreen-cert-full"
