Fix the empty encryption error message on ticket search result page

This is for Reply/Comment actions. The previous logic had an operator
precedence error, which resulted in the error message always being empty.

Since the TicketUpdate component isn't used on ticket update page, we can
safely direct users there to see the full error details.
