Improving outline navigation with mouse and keyboard

Mouse scrolling with the cursor over the outline area will now navigate the outline when pressing:
* SHIFT: Will move the selected outline entry up and down on the currently displayed outline
* CTRL: Will move the selected outline entry when scroll upwards. When scrolling downwards (towards the user)
  any expandable outline entries are also expanded.

Keyboard navigation while the outline widget has focus:
* Up/Down keys work as before, and navigates the currently selected entry in the outline
* Up/Down while pressing SHIFT will move the scrollbar (if scrollable)
* Down key while pressing CTRL will expand the currently selected entry
* CTRL + Right will fully expand the current entry down to all child nodes
* SHIFT + Right will expand only one level of children. By pressing the right key repeatedly,
  a next level of children is expanded.
