Remove 'unset SNAP_INSTANCE_NAME'

This was initially added to work around a build failure with
older llvm and rust versions, and should no longer be necessary.
Also, per https://bugzilla.mozilla.org/1791442, GetSnapInstanceName
was refactored to explicitly check for SNAP_NAME of MOZ_APP_NAME for
detecting Snap, rather than checking that SNAP_INSTANCE_NAME is unset.

Update native messaging portal patch with latest D140803

A small-ish refactoring was needed to get the patch cleanly rebased
on latest central. Update our copy of the patch here to the latest
revision from moz-phab, with the exception of keeping the value of
the 'widget.use-xdg-desktop-portal.native-messaging' preference set
to 2 in our copy.
