update forwarders cRT#151335

They basically aren't used because systemd-resolved is doing recursive
resolution on the server, but I saw bind do a DNS request to
185.125.188.1 (asking the DNSKEY for .) so keeping "forwarders"
configured and updating them to the actual recursive resolvers in IL3.
