[snap] Do not fail on error when calling snapctl

The service should run even when some interfaces are not connected.

[snap] Enable bluez5 DUN support

This commit enables bluez5 DUN (dial-up-network) support,

[snap] prevent install on classic or core16

Prevent this snap from being installed on classic or
Ubuntu Core 16 systems. The snap has build configure options
which differ from the Debian package, and doesn't yet offer
the same features (i.e. no support for dispatcher scripts).
Likewise, until the snap supports configuration of DNS
resolv.conf behavior, it shouldn't be installable on UC16.

Add d/p/secret-agent-fix-get-secrets-timeout.patch

Cherry pick upstream patch which restores the secret-agent
GetSecrets DBus timeout to 2m. This was removed during the
move from dbus-glib to gdbus, which resulted in the timeout
being lowered to the default 25s, which is too short for a
user to enter most lengthy passphrases (LP: #1588126).

Add d/p/wifi-add-wapi-support.patch

This patch adds support for the Chinese WLAN Authentication
and Privacy Infrastructure national standard. This code will
only work on a device with a WAPI-enabled wpa_supplicant.
