Fixup sys-mgmt-agent tests

This commit fixes the sys-mgmt-agent tests
across all releases *except* for Ireland

self-refresh-services: correct release name

Change 'hannoi' to 'hanoi' to match the actual
release name, otherwise this test fails.

Update tests for EdgeX Hanoi release

This commit introduces new versions of the test cases
for the current development release of EdgeX (Hanoi).
Also as mongo was deprecated and removed from the snap
for Hanoi, both dbtype tests were removed.

test-sys-mgmt-agent.sh: update for fuji

The last test case sends a start service message
for an invalid service, and checks curl for a non-
zero retval. This no longer works in the Fuji (1.1)
release of EdgeX as the SMA now returns a JSON reply.
This commit updates the test to check Success field
of the returned response instead.
